Civica completes successful transfer of revenue and benefits services back to Hull City Council

31st October 2022

  • UK public software leader Civica managed Hull’s revenues and benefits services since 2015
  • Seven-year partnership saw new jobs created and over £4.560 million in financial benefits delivered
  • The move follows a strategic decision taken last year by Civica to exit from the Business Process Outsourcing (BPO) market to focus on growing its public sector software offering across the UK and global markets

Civica has successfully transferred key outsourced services back to Hull City Council, marking the conclusion of a seven-year BPO partnership which saw new jobs created and over £4.560 million in financial benefits delivered.

The BPO partnership which began in 2015, saw Civica manage the Council’s revenues and benefits services at its Kingston Centre. Under Civica’s stewardship, the Centre provided high quality advice and support to more than 250,000 residents, on services ranging from council tax to benefits to financial assessment for adult social care. Key successes during this period included the delivery of unobstructed services during the pandemic, meeting the Council’s cost saving targets and supporting local investment.

The conclusion of the Hull BPO partnership follows a decision made by the Council to insource the service which complemented Civica’s decision last year to exit completely from the Business Process Outsourcing market in order to re-focus all its energies on growing its public sector software offering in the UK, Asia-Pacific, North America and other key markets. Hull City Council remains a key software customer for Civica, with the company’s Local Government software solutions supporting the delivery of effective, cost-efficient services for local citizens.

Gary Bell,

Civica Executive Director (Special Projects),

From job creation to supporting local investment, we’re incredibly proud of the positive change we’ve been able to deliver for Hull City Council and the citizens it serves.

As a company, software has always been in our DNA and this is where our future lies. As we exited from the BPO market however, we were determined to ensure a smooth, seamless transition of vital services back to the Council. We’re delighted to have achieved this, meeting all the strategic objectives set down for us, from supporting hard-working staff to ensuring the Council is on a solid footing going forward.

We’re looking forward to further developing our software partnership with Hull City Council in the years ahead

Andy Brown,

Assistant Director Business Finance and Transformation at Hull City Council

Civica have managed the Council’s services well during the seven-year partnership and worked closely with the Council during the challenging period of the COVID emergency, showing flexibility and commitment to ensure required services were delivered.

The partnership delivered substantial financial savings for the Council whilst maintaining a no redundancy guarantee.  Civica has also worked well to ensure the smooth and seamless transfer of the service to in house provision.

We look forward to continuing our relationship with Civica as a key software partner.
