Civica wins place on new Pensions procurement framework

The new National Local Government Pension Scheme (LGPS) Framework provides easy and quick access to specialist providers

18 May 2020, London: Civica, a global leader in software for public services, has been awarded a place on the new National LGPS Framework for Pensions Administration Software

To support LGPS Funds, the National LGPS Frameworks have launched their latest procurement framework, for ‘Pensions Administration Software’. This framework provides easy and efficient access to specialist providers who are best placed to deliver pensions administration software to support the LGPS and wider public sector schemes.

One of just three suppliers chosen for the framework, Civica’s existing and new local government pensions’ customers will benefit from significant time and cost savings by allowing quicker and more efficient procurement of high-quality and value for money services.

Funds and pools will benefit from these advantages while still making local decisions about service requirements. The LGPS is already collectively benefiting from more than £119m in savings as a result of the National LGPS Frameworks programme.

Commenting on the launch of the new Framework, Glenn Cossey, Director of Norfolk Pension Fund, said:  “I’m delighted to announce this Framework which offers LGPS Funds easy access to specialist pensions’ administration software providers. With increasing pressures and focus on governance, risk management and efficiency, this Framework is invaluable to us. Meeting the planned launch date is a huge achievement, especially with the added working challenges presented by COVID-19. This continues to demonstrate successful collaboration and commitment across the LGPS.”

Civica was selected for the framework due to its long-standing experience in public sector implementations, high quality software and innovative approach to delivering solutions. Chris Jones, Managing Director, Pensions at Civica added: “Civica's successful appointment onto the framework is a reflection of our expertise in this market and our ability to improve both back-office processes and front-line services. We are often involved in several complex and lengthy bids at one time, which are costly and time-consuming to respond to. Being able to reduce effort as well as procurement timescales is a real win-win for suppliers and LGPS Funds and will be of major benefit for our customers.”

The new framework has been developed through the collaboration of a number of Civica customers (Cheshire Pension Fund, Essex Pension Fund, Norfolk Pension Fund, South Yorkshire Pensions Authority, Tyne & Wear Pension Fund, West Midland Pension Fund and West Yorkshire Pension Fund) along with other LGPS Funds (Clwyd Pension Fund, Greater Manchester Pension Fund, Merseyside Pension Fund and Northern Ireland Local Government Officers’ Superannuation Committee (NILGOSC)). They were supported by the National LGPS Frameworks team with legal and procurement advice from Norfolk County Council.
