Civica, a global GovTech champion supporting the needs of citizens and those that serve them every day, has published new research, providing key insights into the ongoing digital transformation of local councils across the UK. The report, Unlocking Digital Potential: Overcoming Barriers and Advancing Innovation in Local Government, explores the challenges and opportunities that councils face as they strive to modernise services, improve efficiency and meet rising citizen expectations.
Produced by Civica in partnership with Total Research, the report highlights the growing role of smart, cloud-based technologies in streamlining operations and enhancing public service delivery. While significant progress has been made - such as increased cloud adoption and improved data management efforts - barriers like budget constraints, legacy system integration and workforce digital literacy continue to hinder further advancement.

Now is the time for local authorities to establish strong digital foundations that will shape the future of public services. Whether through data-driven decision-making, cloud migration or automation, councils must embrace digital maturity to ensure sustainable, citizen-focused governance.
Among the key findings of the report, 51% of councils identified modernising outdated systems as a top priority for the year ahead, while 49% are focused on improving the digital experience for citizens. However, 57% of respondents cited budget limitations as the most significant obstacle to achieving their digital goals. Despite these challenges, there is growing momentum in collaborative approaches, with councils recognising the value of sharing best practices and resources to accelerate transformation.
With devolution reshaping the local government landscape, the report underscores the need for a unified, strategic approach to digital innovation. By leveraging technology, enhancing leadership engagement and fostering cross-departmental collaboration, local authorities can build a smarter, more connected future. This transformation isn’t just about efficiency; it’s about creating resilient, citizen-focused services that truly meet the needs of communities.
